Creating 2 partitions on hard drive

Would the first or second partition contain the outer tracks It's a single platter disk

Generally the second partition will be on the outer tracks, they run logically out from the center; any free space left will be on the outer edge; unless you do something funky with a partitioning program when you set them up.
