Problems

Running into some problems trying to wipe/install vista, everytime i put in my vista cd, it loads the files and after it's finished, nothing happens, the box that asks you what you want to do or whatever doesn't come up, just a blank windows screen so i can't repair/install etc. I know a malicious virus somehow got into my machine, probably because of my brother while i was out of town, everytime i google something and try to go to a site, it redirects me a couple of times and i get the internet explorer has run into a problem and has to restart etc.

Are you booting off the disk or trying to run it from Windows? Boot off the disk, run the setup that way. Make sure your files and anything else you want saved is backed up, you would want to format the drive and install a clean version of the OS.
