I wanted to get rid of all the partitions on my external hard drive and make into one, so I deleted all the partitions using windows management utility. How do I repartition it? I can't see under the disk management anymore.

The drive should still show as unpartitioned unless the enclosure has gone bad.
Try removing the drive from the enclosure and attaching it to the computer and partitioning it that way if you can.
