I am looking for a new OS HDD that has better performance than my current WD Black 1TB. Which one of the following is better regarding the cp ratio?

I think you will be disapointed if you expect to see a magical difference with any conventional drive.

Look into the merits of a good SSD like the Intel X25-M. The SSD marketplace is changing rapidly, so it might be a bit premature to jump in now if cost is a concern to you.
