Replacing the motherboad!

I wish to replace my motherboard because all the 16x lanes are locked at 8x :[
anyway a few questions:
Best/cheapest motherboard with pci-e 2.0 and two slots (maybe one is ok if the two slots would be too expensive!)

any step on step guide on replacing the motherboard?
