I read this and does this mean the 9800GTX+ will be a revised card?

Really? Because the 10 or so articles I have read about this revision say it will be 230$ and might gain you 8% performance at it's best. Waste of money IMO. The 4850's are already down to 170-175%. Overclock it and save 50$ all while having better performance.

The 9800GTX is priced at $199. Everything I've seen predicts that the 9800GTX+ to be $230 as well.

7800gtx to a 4850 is a HUGE jump IMO. In fact a 7800gtx to 9800 GTX is a huge jump as well. I am willing to bet in most benchmarks you are looking at a 90-100+% increase in performance with either of these cards. IMO the 4850 is the best bang for the buck @ 170$ and heck, get the msi card and get a copy of the Witcher with it :)
