Temp issue E8200

I'm not sure if this is normal or not, but from what i have read the Tcase/Tjunction temp difference should be 5degrees. In my case that diff is 8c for core1 and 12c for core2

Aside from that, my idle temps measured with RealTemp 3 are 41/38 C and max after running Orthos are 71/69 C. Isn't that a bit high? I remember that my old P4 2.4 was at max 65c

And my last question... will this (http://www.newegg.com/Product/Product.aspx?Item=N82E16835186134) help my temps go down?
