Can I download a driver that will allow me to use my Brother Printer DCP145C from my
Samsung galaxy tb 2 .?

The Brother DCP145C is not a wireless printer so can only be used with a cable connected to a computer's USB port.

To print wirelessly from a mobile phone you need a wireless printer, and an app on your mobile phone that lets you print to a wireless printer.
