Can I increase the RAM to 1GB and put a larger HDD? I have a spare 400GB HDD.

You can upgrade an older computer but still won't have the smooth video performance of dual and quad core processors with DDR3 memory and PCIe graphics.
Many people have decided to switch rather than put money into upgrading obsolete computers.
 
That PC is not worth the upgrade. Go to craigslist or something similar and find a recent P4 system with DDR Ram, you may even find one with a PCIe slot, should be under $100. Will be way faster than if you spent the same money on upgrades.
