Network and Sharing Center issues

I am using Windows Vista Home Basic SP1. I have noticed an issue for quite a while, but off late the problem seems to be getting worse. Whenever I try to access the Network and Sharing Center via the control panel, the window either takes a very long time to load or just hangs and crashes explorer. Even if I try to right-click on the Network icon in the taskbar and select "diagnose and repair", I face the same issue. The gist of it is that it is a real pain trying to access my network settings and diagnosing network problems in case of issues.
Any help to fix this would be greatly appreciated.

You could be at a disadvantage in not having the most up to date Service Pack. Try installing that and see if the problems persist. If only you'd posted this three days ago when you cold have upgraded to Windows 8 for £24.99 or $39.99 US, I would have suggested doing that but the price is now eight times higher.
