Your talking about the Antec 350 EC the answer is no it's not gonna run. That PSU has 21 or 22 Amps on the +12V rail, leaving only 100 watts for the rest of the system.That means 100 W for the processor, hard drive and optical unit.

The minimum I would get is a Corsair CMPSU 450 VX, it has 33 Amps on the +12V rail so you'll even have some power to spare.

Would two 4870s in crossfire work on the TX650W?

I know it's pushing it, but I think I've read that 650w is sufficient even though ATI recommends 900-1100w PSUs.

Two 4870s would work in idle. But under load, two would drain between 500-525watt. The Corsairs 750 would be good enough to run it plus a OC Q6600.
