How would one go about unistalling Internet Explorer and then
re-installing it?

I was advised by Verizon to do this so that it wouldn't open with
"MS INTERNET EXPLORER CUSTOMIZED FOR VERIZON ON LINE."

You don't have to do that. Check the link below to remove the ISP
branding of IE. The site is provided by Ramesh, a frequent poster

Well, reinstalling won't fix that.

Go to Start | Run and type:
rundll32.exe iedkcs32.dll,Clear or
rundll32.exe Iedkcs32.dll, BrandCleanInstallStubs
