BOOTMGR is missing from Vista

Hi! I have a Dell Inspiron laptop, and it needed to have the SATA hard drive replaced, which is what I did. However, I'm still not allowed to get it to work, because now it flashes "BOOTMGR is missing." How do I need to formet new hard drive, and get it to restart? PLEASE, help me!
 
If it's a new hard drive, you have to install Windows on it by booting from the Dell Recovery Media (disc or discs). If you don't have those, you can order a set from Dell.

Or you can buy and install Windows Vista from a Microsoft retail disc, then download & install all the drivers for your Inspiron model from the appropriate Dell website.
