Need serious help

I was surfing and got a security alert pop up saying that I have a trojan and that i need to buy a program called Antivirus Action. I am unable to get on line or to use any installed programs. Any suggestions?
It says that the attack is from 248.95.74.184 port 39498 and that the attacked port is 28606. Says the threat is called BankerFox.A.
