My current OS/Programs partition has everything I need, and it has only 26.6GB. If I get any new programs, I'm sure I can find stuff to delete. Would a 32GB SSD work well with 26GB of data on it? At what point does it start slowing down? I've read 80%.

yes, ssd's only start to fail if you defrag or somehow overload it
