Hi, my system is:

Intel Core 2 Quad Q9550 CPU, stock speed, Xigmatek HDT-S1283 heatsink
ASUS X48 Rampage Formula
VisionTek Radeon HD4870 512MB at Stock speed
2 x 2GB GSkill (F2-8500CL5D-4GBPK) DDR2 1066 (stock:5-5-5-15)
Seagate Barracuda 250GBB 7200RPM SATA 3.0Gb/S
ASUS 20X DVD+/-R DVD Burner (SATA)
PC Power&Cooling Silencer 750W PSU
NZXT Tempest Case
Windows Vista Ultimate SP1

When I check my CPU-Z it does have the correct timing of 5-5-5-15 but the DRAM frequency is 400.9MHz. Shouldn't it be 533Mhz? Am i suppose to set the speed at BIOS manually?

You could be seeing intel speed stepping. If you put a load on the cpu you should see it go up to normal.
