I expect that there will be an official release in August, but it that is anything like the release of the 4870s so far, it will be Sept or Oct before they are easy to get.

actually, i've heard it'll run better than 4870's in cross because of the better scaling...apparently it doesn't use the same bridge to connect the gpu's that the 3870x2 used...correct me if im wrong
A magazine in Hong Kong claimed end of this month for standard board design from ATI and 4870 chips available to sell to manufacturer since middle next month to let them develop their own card design.

Nope, you're not wrong; and if all goes well this will be ground-breaking technology and the first time a single dual chip GPU has outperformed two seperate dual gpu chip cards.
The selection for dual gpu chips is not vast, but nonetheless every dual gpu chip we've seen up to this point was typically more expensive for the same performance as a cheaper dual card array.
