Trying to load Picture It 2000 on my XP but does not lhave IE 5.

I have an E-Machine running XP. I have a program called MS Picture It! 2000. It is the best photo editing program I have found. The newer versions do not even come close to the 2000 edition. I was having problems with the program and went to re-install but the cd was cracked. I have since purched a used version but it will not install because I do not have internet explorer 5. I have a newer version but not version 5. It costs me money last time I had it installed by MS support so am looking for any help in loading the program for free. Or close to free.
