I'm a gamer who is looking to increase fps/overall performance ingame. For under $500 what would you suggest to be the best upgrades I could make to my rig?
You could probably get a motherboard, CPU, RAM and video card for about $500.
The cheapest Intel Quad Core is ~$210, throw in a decent motherboard for ~$100, 2GB RAM for $20-30, and the video card of your choice for ~$150-175 (people will recommend the ATI Radeon HD 4850; just watch), and you'll be around $500.

Also, I'd suggest upgrading your 7950 gt to an 8 series or 9 series if you prefer Nvidia. I just upgraded my 7600gt to a 9600gt and it's worlds of difference in performance, even at DX9 (bummer I can't get DX10 on XP)
That system does look decent though, I'd hate to see you scrap some of those parts for a newer rig, that one still has some kick. Can you overclock your cpu? Idk what Amd oc's are like, but any little bit can squeeze more performance out of it. If you do OC, then make sure you have adequate cooling for your cpu.
Just curious, but is that cpu an AM2? or socket 939? and what motherboard do you have?

Well, AMD seems to be underperforming Intel so I was thinking of core 2 duo. Right now, I don't have great cooling, just using fans... so I haven't even considered overclocking.

Well, you might consider overclocking your cpu. I don't know how much a 4400 can handle, but DFI has been known to make awesome overclocking boards. It'd be a shame to not even touch those options. If you were to oc, you could then upgrade your graphics card, cpu heatsink, and maybe psu if you don't have a powerful enough model.
Otherwise, you could just upgrade your motherboard, ram, and gpu for about $500. Otherwise, if you oc now, you can always save more money for a whole new rig.
I looked up overclock speeds for the 4400, and to get even 300mhz more out of that chip is asking a lot. Some people managed to pump 1.5 v + into the cpu to get it to 2.7 ghz, but that isn't a huge increase either.
Sounds to me like a new mobo, cpu, and gpu would be your best option. Plus, you might be able to sell the old parts on ebay or something and you can put that towards your new stuff.
Overclocking your cpu now will give you a little boost, but it isn't gonna make things worlds better so don't expect much.
I overclocked my e6400 from 2.13ghz to 3ghz for now and there isn't a big difference in speed. Probably some of my games run smoother, but again it isn't that noticable for me since I don't have anything too demanding right now.
I'm guessing that crysis will run a bit smoother with a cpu OC. Just make sure your rig has a decent psu that has plenty of amps on the 12v+ rail(s). I have 38 amps combined, which is decent.
