I got a c2d e6300 and its running at 3.15 at 55c on stock fan  . i know bad right? What would be a better cooling solution? If the galaxy 2 is not good, name another for under 150 dollars.

no such thing as a high end fan imo.

the one i said above is like the best says frostytech.

and its 45$

which is cheap.

water cooling will be more expensive, cuz you need to buy the pump, tubes, liquid, and the cpu waterblock, and then replace the crap fans the pump comes with.

eh yea but now iam thinking go big or go home. i like longevity. a good watercooling system would quench my heat for a while unlike a very good fan. Iam planning to oc my e6300 to the maximum stable clock and keep it there till it blows up so i have an excuse to myself to get a new processor. When is intel switching to a new socket?

MERGED QUESTION
Question from camerakeys : "Strange CPU spiking and hitching in games"

I get some pretty bad CPU spikes at random in most games (sometimes GPU is included) I've tried tons of stuff: page-file related (set it 1.5x 16gb ram, no change, also had it 5gb, no difference), un-parked cores (no difference), render.ahead, limiting the FPS, turning off some sound drivers(I use a DAC myself, fiio e10k), lowering the settings and bringing it back up, using DDU to install fresh GPU drivers since I just recently upgraded from a 970.
I also made sure to close skype, chrome, discord, etc all of it. Close through things in task-manager that weren't needed, too. Nothing else is hogging power.
Yes, I still had the hitching then, but didn't really think about it since I figured getting an upgrade would get rid of it.
None of it changes the CPU spikes and hitching, which gives me half-second freezing.
Games being: HITMAN 2016 (often), Dishonored 2 (often), Battlefield 1 (occasional), Titanfall 2 (less noticeable, more often), Overwatch (Rarely), Battlefield 4 (horrible!)
Drivers are up to date and all, as well.

The first image being a perfect example, since it's in game rather when loading in/out of spawn menu.
Like I said, every time a yellow or green spike happens the game freezes for half a second.

Things I haven't tried: re-seating the CPU and GPU, formatting my PC, overclocking my CPU, (needs expanding)

If there's a known issue with my MB or setup that would be great to know so I can remedy via an update or (hopefully not) and upgrade/swap to the system itself.
