I want to purchase an external drive, accessible via USB/firewire. Can't I just map to drive and offload/access data from PC?
I am using Windows X/P Home sp3 on HP Pavilion desktop.

If you have a network drive or a NAS, you can write to that drive over the network.

When you connect the drive, use Disk Manager to partition and format it. Once that's done, you can copy whatever folders you want to the drive.

It's possible to change your profile so that all of the files for your account are on the drive. But I'm not sure that's a good idea for an external drive, as it will prevent you from logging on if the drive isn't connected.
