Can't control Folder Views

I want all my folders to have the Details View. I did the normal, "Explorer under Tools, Folder Options, View tab, the "Apply to All Folders" and "Reset All Folders." I simply will not function. I can get a Detail View for an individual folder but on reboot it reverts back to Icon View except for a couple folders that have retained their Details View .

This seems to have happened shortly after I disabled some unnecessary Services. This could be just a coincidence as I must have done the Services thing a hundred times in the past.

Desktop, XP Pro.

So far I've:

Reversed all my changes in Services.
Merged Registry back up files.
System Restore.
Repair Installation

You seem to have covered most of the bases... however..

In Windows Explorer, tools, Folder Options, View,

There two opposing choices that can be made,
One says, "Remember each folder's view settings"
The other, directly below it says, "Restore previous folder windows at logon"

If you have the second one checked the computer is operating properly.

You may have the proper one selected and then it is something to research further.
