You are likely referring to the used thermal pad or paste the CPU was installed with. Unless one of your heavy drinker, hardrock friends left his ABC gum between your CPU and heatsink.
I don't know whether to laugh, or cry.

The white goo was TIM, or Thermal Interface Material. You NEED it, between your CPU and heat sink/fan, to conduct heat from the former to the latter. Now that you've taken the HSF off, you need to carefully clean both surfaces (91% isopropyll alcohol on non-shedding material like a coffee filter) works well, then re-apply a tiny amount of NEW TIM to the top of your CPU before reseating the HSF. Google for further instructions and/or illustrations.

As you can see, there not much too look at. Hope you don't bend any of those pins, and redo the HSF properly... or that brand new phenom may never work again.

You need that paste between the top of the microprocessor and the botton of the hsf (heat sink-fan) to better transfer the 'thermal energy' (fancy term for heat) away from the cpu.
You need that stuff or you will endanger your hardware (and void your warranty).
You can temporarily get away with using a dielectric silicone paste you may purchase from an auto parts store but need to replace it as soon as possible with something like ...
