I have Dell inspiron laptop running on windows XP. It had an 80gb HDD. Few months back my brother got the partition done from some local engineer as 40gb+40gb. I have to format my laptop and now I want a single drive with 80gb. What should i do? please help me.

When you reinstall windows, delete both partitions, then create one large partition (will reformat). Then install windows like normal.

I'm sure you know, but just incase - DON'T Forget to save all of the files you have created!!. You will lose everything on the drive when you delete the two partitions.
