I recently bought a new computer to put together myself and along with it I got an Intel X-25 SSD. There was something wrong with my SSD as it was only detected half the time. When I returned it, newegg say it is already sold out thus they went ahead and refund me the money as opposed to sending it back to me. I was looking for a suggestion on what is a better HDD because certain things of the SSD kinda scares me.

I noticed that most people suggest the:

SAMSUNG Spinpoint F3 HD502HJ 500GB 7200 RPM 16MB Cache SATA 3.0Gb/s 3.5" Internal

but arent there faster HDD's? What about the 10,000 RPM or the 15,000 RPM?

Well, definitely not faster than your SSD. You may also want to look into Caviar Blacks from WD. AFAIK the 1TB variant is within your budget.

Who suggested a 16mb F3??

I'd suggest a 32mb Western Digital Black. You'll get slightly faster speeds with a 10K and the 15k are just too expensive.

The VelociRaptor falls in your price range too. I would still stick with SSD though. Just because yours had issues doesnt mean its still not a good option. I have 2 30gb Vertex's in raid0 and have had absolutely no issues with them whatsoever and my system has never been faster or more responsive.
