i dont quit understand what the different is between 1t and 2t command rate both in a performance and overclocking aspect. can someone fill me in plz???

also, is it true that intel systems benefit from higher speeds with loser timmings and amd systems benefit from tighter timings with lower speeds

Not sure about that - but what is true is that Intel systems are less fussy about memory performance... With Core 2 chips, Intel implemented very good memory pre-fetches, and thus the performance difference between the cheapest possible value ram and the fastest, most expensive OC RAM is tiny, a few % at most...

Get 4GB of cheap - but good brand (like Corsair) - memory and be done with it...
