I accidentally formatted a 250 GB drive in Windows ME. It was formatted to 32 GB! Now Windows XP only sees that 32 GB and I want the whole 250 GB. How do I get the disk to read as a 250 GB drive in Windows XP?

Probably not, but check if there is a jumper on the drive limiting the size.
Use GParted LiveCD to resize the partition.

You cannot format a volume larger than 32 gigabytes (GB) in size using the FAT32 file system during the Windows XP installation process. Windows XP can mount and support FAT32 volumes larger than 32 GB (subject to the other limits), but you cannot create a FAT32 volume larger than 32 GB by using the Format tool during Setup.
