i read some reviews that said the Q9400 is better and i read some that said the Q9450 is so can someone give me a the final answer?
leave the price different, like how much % different there is to wich 1
The Q9450 has twice the L2 Cache at 12mb (q9400 has 6mb) so naturally it will be better.
With current pricing, personall i would go with the Q6600, yes its slower and cache is at 8mb (between the 2 others) and yes its still on 65nm compared to 45nm. But it will Overclock to equivilent speeds of the other 2 at ~$100 less cost.

So the Q9400 is better than the Q9450.
I think that the Q9400 is actually replacing the Q9450 even if it has onlty 6MB cache.
It's not easy to get the Q9450.
I searched on Ebay there are few offering it.
the Q9400 is much more available.
So maybe the Q9400 has a little advantage on the Q9450 in term of performance.
If you're near a Fry's Electronics, they may have the Q9540 for $269 (retail box). I picked up one last week. Today they have the Q9400 w/cheapo ECS mobo for $249.
I bought the Q9450 and it's a decent overclocker. Can't get over 450 FSB though (tried 2 procs and P45 and P35). Supposedly someone got the Q9400 to 4.0.
Under $300, I'd think they're all right for the price. I bought my Q6600 when it was that much. If this will be your first quad then consider the Q6600, they're around $175 now.

Nope - the 9450 is definitely better than the 9400. The only difference between the two is cache, and the 9450 has twice as much of it.
