What CPU/Graphics Card should I buy?

So i'm on a budget and i needed to know what cpu and graphic should i buy

the i3 2120 + hd6870 or a i5 2400 + hd6850

Which one is going to need a later upgrade? and which one is better for gaming?

Easily the i5 2400 I would think, the performance you gain from the quad-core outmatches the performance you would gain from a 6870 compared to a 6850, besides, you can overclock the 6850 and achieve comparable performance.
