E8400 CPu during Crysis

so I was playing Crysis and I quit the game and went directly to Windows Task Manager to see how much of the CPU was being used during gaming and the entire CPU usage history throughout my gameplay was at 1%...Like it wasn't using anything to play the game...

Is there something wrong here?

I assume you had task manager running in the background while playing Crysis. Windows is just being itself I guess, I'm pretty sure task manager uses more than 1% CPU time.

What is the best tool to make sure my CPu is working during Crysis

Recording and analysing data is alot more complex than simply having a cpu usage meter on your desktop. You can check with a meter and something like wprime, but if you can see both of your cores working I highly doubt you have a fixed cpu ceiling.
