Unable to download anything

Hello,
I am having a problem with my ie. Not only is there no information toolbar, but I am unable to download anything. Please help!

ok!

on your internet explorer, go to tools, internet options then a window will pop out. click on security then select internet zone, on the bottom you will see custom level click it. look for Download and enable the file download and automatic promping for file download, apply all the settings and close and reopen internet explorer.
