I currently have an ATI radeon HD 4650 however I've noticed that the GPU clock is only being reported at 200mhz when it should be 600mhz.

Im thinking its just a feature built into these cards to throttle them down when not being used, But it could be just something wrong somewhere.

Any help?

Seems I answered my own questions. Under load, this will go upto the correct settings and the fan also kicks in.

Are there any advantages to it throttling down? Less power usage?

Less power usage, cooler running, less noise. There really aren't any disadvantages either.
