driver manager can see my new sata based oem hd in an external case but my vista system cant see the disk

In Disk Manager, what does it show in the lower right pane? If there is only one block with a label box at the left that says something like "Disk 1" with a size, but there is NO other block to the right of that other than "Unallocated Space", then you have not done the two things required to use a new drive. Those are to create one (or more) Partition(s) that will be treated as separate drive(s), and then to Format each of them. You can do these steps within Disk Manager. RIGHT-click on the Unallocated Space. and choose to Create a Partition. Vista will probably give you a Wizard that helps. Make the first Primary Partition NOT bootable (unless you are planning to boot from it), set a size (can be up to the whole disk), and have it use the NTFS File system for Formatting. Use a Quick Format option unless you need to do thorough disk testing that takes MANY hours. When it is done it should have assigned a new letter name to your drive. Exit out of Disk Manager and reboot.

Now IF your Disk Manager shows you a block already that represents a Partition that has been created and Formatted, but it has no letter name yet, you don't need to do the stuff above. Instead, just do what evongugg says. RIGHT-click on that block and Change its Name to a letter not currently in use. Exit out and reboot.
