Is this psu gone bad?

A recent lightening strike fried my comuter so I sent the motherboard back to the manufacturer to fix it. After receiving it back, I put in the new cpu, memory, hard drive, video card etc... and my original psu. The comuter fires up and I can access windows and other programs. All connections in the psu are working but the fan is not, when I put my hand in the back of the case, I don't feel any air movement. Do you think this psu is partially damaged? or should I not worry about fan? If I send it back to the company and If they don't find any error they will charge me 25 dollars and send back the same psu.

Sounds to me like your PSU fan has fried,
You can get a new PSU for real cheap these days, i suggest just hunting around for a new one.
