This is a rather strange problem that I am having.
The computer takes literally about 45~55 seconds for the internet to work.
I wonder why this is happening and if this is normal.
I did a format to see if I could fix this and failed to fix it.
My computer isn't the fastest but not the slowest. I did the upgrade in 2008. It has 2.6 ghz dual core AMD with 2 gb memory and runs on M2A-VM All-in-one mobo.
I did a format so I assume this is not virus/spyware related (Same problem before and after the format).
I currently have the minimal necessary programs installed (chipset, HP printer stuffs, Nero DVD burner stuff, and very few programs) as I just formated.
I tested before and after installation of the virus program (Avast! before format and something else after format) both the times the problem didn't go away.
I have 3 computers hooked up on the router. The router settings didn't change for a long time.
If I remember correctly, I didn't have this problem 3 weeks ago or so. All other computers have no such problem.
After the 45~55 second wait time at the startup, everything works normally and perfectly (so again, I doubt it's virus or anything like that).
There are times (crunch times) when I need to get the connection working in matter of seconds so I would like to fix this problem if I can.
Maybe the NIC (Network Interface Card) is causing problems?

Maybe you could try taking off all the other computers and just connect the one and see if that makes a difference.

My nic is onboard. I wonder if onboard nic can be causing this. At this point, I am thinking of buying a $10~15 nic to see if that will fix the problem but I would like to know if this is a known problem with onboard nic first.

I haven't tried using static IP but considering all other computers are fine and this one was fine up until a month ago. So I dont think i need a static IP setting.
If you mean the auto detect setting in the IE, it's already off.
I don't use any third party firewall. I use the window XP's basic firewall + one anti virus program (I mentioned that I tested with and without the virus program before and after the format).
