I had an E8500 at 4.9Ghz and it was basic watercooling. I built a system for my ex that has an E8500@4.5Ghz with just a coolit domino and its used everyday at that speed

The E8600 is your best bet, but there's still no guarantee that it will hit that speed at any reasonable voltage.
