Products that state "This item is covered by Newegg.com's Non-Refundable 30-Day Return Policy", or items labeled as “Non-refundable” (or similar labeling) must be returned to Newegg.com within 30 days of the invoice date for this policy to apply. Products covered by this return policy may only be returned for a replacement of the same item.
Newegg.com sells many products such as Notebooks and Monitors that feature LCD (Liquid Crystal Display) screens. Newegg.com adheres to the dead-pixel policy that is observed by the majority of our manufacturers. In order to declare any product with an LCD screen "defective" and eligible for replacement or refund through any applicable Newegg.com Return Policy, there must be a minimum of 8 (eight) dead LCD pixels.
I am thinking about buying a monitor from them but this scares me. Does this mean I cannot get me money back unless there is more then 8 dead pixels?
What if I get the monitor and I'm just not satisfied with the picture? or the Contrast? or the viewing angle?
Can I send it back for a refund?
I was looking through the reviews, and people were saying that they had returned some because of the "no signal problem" which I guess acer has been known for.

That pretty much says it, replacements within the first 30 days, and I believe only if the product is defective. As far as the dead pixel policy goes it's also pretty obvious in the text, it can only be considered defective if it has a minimum of 8.
The "8 dead pixel policy" is a standard used many retailers and e-tailers.
You will not be able to return a monitor if there is 1 dead pixel unless you are will to pay a 15% restocking fee.
Try looking for reviews of monitors you are interested in and look at monitors in stores so that you can actually check out the viewing angles of monitors. You may want purchase your monitor from a brick and mortor store so that you can exchange with less fuss than with an on-line store.

You should be aware that nearly all inexpensive monitors uses TN panel technology. While it has fast response times, it also has adequate to poor viewing angles, not so perfect colors (if you wanna do professional work), backlight bleeding, amongst other short comings. However, LCD monitors using TN panels are considered good enough for most people and preferred by gamers.
All 19" monitors uses TN panels.
Nearly all 22" LCD monitors uses TN panels as well. The only exception are the Lenovo ThinkVision L220x ($450 and has 1920 x 1200 resolution) and 22" monitors made by Eizo (depend on the model, $650 - $5,000).
All inexpensive 24" monitors (generally less than $600) will use TN panel tech
