I have an ASUS P5QC and Q9550 processor. The Temperature in the MOBO is 51-55 degrees C and CPU is 23-28 degrees C

What is the temperature they should normally have?

Those temps are good; sometimes the readings aren't accurate. I don't trust most temp readings. If you can touch the base of the heatsink without burning your finger, then it's ok. Motherboard temps vary widely; some northbridge heatsinks are pretty warm like video card heatsinks. In short, don't worry about it, especially if you have one or two case fans.
