Vista bootup: Disc Read Error PLEASE HELP!

I tried to reinstall Vista cos it was messed up but now when I Boot up I get a message saying: 'Disc read error. Press Ctrl Alt Del to restart'. Of course that doesn't do anything. Help me please!

Do you get this error off the install disc or off the hard drive?
