Hello;
Win 7 64 bit HP. I am administrator yet unable to copy folders from old HD (USB administrator) to my root directory. Any Suggestions?

I would change the ownership of the files that you would like to copy, then try to move them. Otherwise I'd boot from a linux live CD and copy them that way. If you'd like me to give you instructions on either method, I'd be glad to. I don't want to go through all that trouble if you already know how ;D

Thanks for the offer. I have already tried changing the ownership and that did not work. Please give me the instructions for booting from a Linux Live CD. I have no idea what that is.

What problem are you having, exactly? Are you getting errors saying that you don't have permission to access the files on the old drive? If so, you need to first take ownership, then change the permissions on the files to give yourself access to them. It's the latter step that gives you access, but you can't do it unless you own the files.
