I have DDR 400 PC3200 but it works on 167 MHz with timings 2.5-3-3-7.
Will performance be better if I change to 200 MHz with timing 3-3-3-8?
Or is it possible to set 200 MHz frequency and timings 2.5-3-3-7?Will it work?

Better 200MHZ. Try those timings 2.5-3-3-7 and run Memtest86+ and check for errors.

Yes, it will be better at 200mhz. You'll probably be able to run it at those timings, but you may need to raise the voltage a little to do it.

I tested in pc wizard 200 MHz 2.5-3-3-7 i 200 MHz 3-3-3-8.It shows the same result :
Latency: 57ns(115 cycles)
Float efficiency: 79%
Integer efficiency:85%
And I also tested both with memtest(I use it for the first time) and it says 3434 below errors both times.
I didnt change the voltage at all.
So should I leave it be 200 MHz 3-3-3-8?

Yes. It's not a big difference.
