Here are my selected components:
MB: Asus P5Q-E
CPU: Intel Q9550
GPU: 2 x Sapphire ATI 3650's (I use 3 monitors for trading)
Mem: 2x2gb Corsair XMS2 DHX DDR2 800 (the ones w/ the large heatsinks on them)
Hd: 2 x WD640gb
Power Supply: TBD (probably 650w though)
Case: TBD (after picking all components, will pick case to fit them all)

Usage:
-Trade for a living across 3 monitors
-lots of home video editing
-Occasional dvd viewing
-Basic email/surfing/etc.
-No games

I don't care about having a frigid PC, I just want it to operate cool enough to last for 5 years if necessary. I'm willing to pay extra for less noise, all else being equal.

2 Questions:
-What heatsink/fan should I get for the Q9550? (ARCTIC COOLING Freezer 7 Pro 92mm or the XIGMATEK HDT-S1283 120mm)?

-How many additional fans (besides the CPU fan, power supply fan, and 2 ATI card fans) do I need & where should they be placed? (1 intake in front, 1 exhaust in rear? 2 intakes? No exhaust? etc.)

As many as possible for your case. Two minimum one in, one out. Get the LARGEST DIAMETER for the least noise and maximum airflow.

Some cases can mount the big ones, but not all sizes are necessarily accomodated on yours. Check the mounting holes for which ones your case can take.

Mine has space for 3 x 120mm fans and one 140mm at the front.

I only use front and rear.

tnx, which are intake/which are exhaust in your case (pun intended)? And do you have a favorite fan? Are all the 120mm the same make/model?

I recommend Yate Loon 120mm fans. They are pretty inexpensive with an RPM of about 1200. Sound level is about 28dBA, but it is pretty quiet. I have three Yate Loons in my primary PC; intake, exhaust and CPU fan.

Other recommended 120mm fans are:

1. NEXUS D12SL-12-BW BLACK & WHITE (basically cherry-picked Yate Loon at lower voltages) - $13

If your not OCing just use teh stock heat sink for yoru cpu.

Also dont mean to be mean, but it probably wont last 5 years. It will be out dated in 6months and obsolete in 2 years. Technology is just coming out too fast :(
