Power Failure with my Homebuilt? (Help Needed)

Building a new system, and finally assembled the bits. For the first boot, I put the CPU/Heatsink, Graphics Card and one stick of RAM into the motherboard, on top of a cardboard box and set it all up without a case to the monitor. I shorted the power switch and was hoping to see the BIOS on the monitor, but nothing happened. The CPU fan and GPU fan worked for about 5 seconds before shutting off.

There was the blue standby light on the board, and after I switched it, sort of a gold light, but no others. Since I have a Rosewill PSU, I think the PSU may have blown or the mobo isn't getting enough power. Can I get some help here?
