Lower ping in cs 1 6

Hello, i play cs 1.6 and want to lower my ping and get best fps

old windows used to have all sorts of tweaks that could be fiddled with, particularly the buffer size, but there were many settings;

to get the lowest ping get the fastest internet connection or highest bandwidth, go on game forums and find 3rd party server finder tool and play the lowest they find, the game one can be lacking, to get the best fps get the best graphics card you can buy, if not enuf money get the $99 dollar one.....

what in XP can be done to tcp/ip, if nothing, what does XP do, then? interested to know...
