What is microstuttering?

I have read about this in several Forums, but there is no exact explanation as to what it is. Is it just to do with CF/SLi, or is it the effect I sometimes see when entering a new location and the framerate drops for a moment then recovers?
My curiosity would kill a roomful of cats would n`t it?

^ no need for insults.... googling is a good first step for anyone, but it is nice to be able to get an answer on a graphics forum... at least this isn't one I see 50 times a day, like the "4850 vs. 4870" recurring thread.
