My SAM SUNG DVD Writer reads disk. but when I try to Write in speed *16(also below 16) It makes loud noise. What's the problem? how to repair it?

In any case, does it manage to write CDs/DVDs properly?

When you burn a DVD at 16x that round piece of plastic is spinning at 9000 rpm so a bit of noise is normal ;-)
But you want to make sure the drive is properly mounted to minimize vibration.

If you don't like that noise then write it at 8x.
