GA-EP35-DS3L DOESN'T DETECT IDE CD ROM

Doing a new build with this mother board. bios sees cd rom, but when trys to boot WD utilities disk to format HD says no cd rom detected. then system goes to an A: prompt. can do dir and read the files on the cd. The cd is the only device on the IDE and it is set to master, the HD is SATA. Saw some post about a timer value in bois to extend the time the system looks for IDE devices but there is nothing in BIOS, Bios is F5.
