Can someone recommend me the best free bootable harddisk partition manager?

You could always use a Linux set-up CD, Ubuntu for example has a good partition manager on their live CDs, you don't have to then install the OS if you don't want to!

Gparted... there are numerous live distrobutions that include this.

Gparted indeed, just download Ubuntu and boot from it (without installing) and select Partition Manager in the System -> Administration menu.
