Windows Explorer/Scroll Lag? (Screenshots/Proof)

I have a screenshot that I have posted showing my lag when moving my browser around the screen.
I'm wondering why this happens and what I can do to make it stop? It's really annoying.

Along with that, I get scrolling lag when I scroll on Windows Explorer and in Mozilla Firefox.

Had to reinstall Windows XP. Problem solved. My graphics drivers didn't want to install.
