System restore has been turned off and cannot be turned on in safe mod

hello! the thread title says it all, computer will only boot in safe mode and am unable to use system restore ,as it gives message," system restore has been turned off and cannot be turned on in safe mode......... help! am using xp service pack 3 have tried turning system restore on several ways all to no avail....... help!!!

You can do a Repair and when complete, turn on System Restore when Windows is working again.
